    You tried to display or edit the distribution of the budget from
    investment program positions to measures. However, the system could not
    find measures for display or editing.

    How to fix this error?

    Check whether the investment program (or sub-tree of the program)
    actually has positions that have measures assigned to them.
    If it does have positions with measures, check whether the "budget
    distribution" indicator has been set in the positions. The system can
    only transfer budget amounts from the program positions to the measures
    if this indicator is set.
    Also remember that the system only offers those measures for budgeting
    that have a user or system status allowing the budgeting procedure you
    want to carry out (original, supplement, return).
