    An investment program position is always automatically assigned
    to the same controlling area as the program position above it in the
    hierarchy, if there is a position above it in the hierarchy.
    However, if you create an investment program position, which has no
    other position above it in the hierarchy (top position), then you
    are required to enter a controlling area.

    How to fix this error?

    Enter the controlling area, to which the investment program position
    should be assigned.
