You can only assign measures that belong to controlling area &V1& as
the appropriation request does.
Assign a different WBS element, or check the controlling area
assignment of WBS element &V3& and of the appropriation request.
Under certain conditions, you can also change the controlling area of
appropriation request. These special conditions are met when all of the
following are the case:
the request does not have plan values
it is not assigned to an investment program
it does not have any other measures assigned to it
Check if you can still change the controlling area in the
organizational assignments.
Check also if you can use the function for creating a WBS element.
