What causes this issue?

If you would like to create a price, possible entries (F4 help) for
price and price level only exist for price category 3. In this case,
values for price must be created as price classes in table TE431 (or
V_TE431), and values for price level must be created in table TE471 (or
V_TE471).
For all other price categories the price can be defined freely;
however, a price level cannot be defined. Possible entries do not exist
in these cases.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
