What causes this issue?

When creating the specified analysis structure, the necessary
Dictionary objects (tables, structures) although saved, were not
activated.

System Response

Since an analysis structure requires active Dictionary objects, the
process is interrupted. The system does not create the analysis
structure.

How to fix this error?

Start analysis structure maintenance and activate the Dictionary
objects. You can then continue with creating the analysis structure.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
