What causes this issue?

You can only transfer a derivation strategy from sample Customizing if
the characteristics of the specified analysis structure correspond, at
least in part, with the characteristics used in the derivation strategy
in sample Customizing.
In this case, no step in the derivation strategy corresponds with the
characteristics of the analysis structure.

System Response

The system cannot create a derivation strategy.

How to fix this error?

Define the derivation strategy manually.
