What causes this issue?

Cause 1:
,,No data could be read from the file (RSPL, S, T, V) or the IP
databse.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Cause 2:
,,Some data was read but is not sufficient to be displayed. For
example, there is at least one spare part for which either there is no
supplier or there is no location specific information.

Cause 1:
