    A data element that is being used in an active table may not be
    deleted.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

    For reasons of consistency, you have to delete all the objects in
    which a data element is used before deleting the data element itself.
