What causes this issue?
You tried to delete all screen layout rules. Since you can create new
screen layout rules only by copying an existing screen layout rule, you
are not allowed to delete all screen layout rules.System Response

How to fix this error?
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
