What causes this issue?

Local allowance classes appear in the pay scales you have entered for
conversion. According to table T5D5L <LS>Local Allowance Classes and
Career Assignment</>, these local allowance classes are also used in
pay scale &1.
Therefore, all local allowance classes must be converted for this pay
scale. This in turn affects other (possibly unselected) pay scales.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Pay scale T1 uses local allowance class K1
and local allowance class K2;
Pay scale T2 uses local allowance class K2
and local allowance class K3;
Pay scale T3 uses local allowance class K3;
In the report, only pay scale T1 should be entered for conversion.
Because local allowance class K2 is being used, pay scale T2 concerning
<LS>Local Allowances</> (T510Q) is converted, as is class K3 and
therefore pay scale T3. If pay scales T2 and T3 are not converted to
the euro on the same key date as pay scale T1, local allowance class K2
cannot be used at the same time by pay scale T1 and pay scale T2, and
the customizing has to be corrected.
