According to ?23 of the Austrian heating cost settlement law, the
tenant service charge settlement is not to be used for heating costs.
However, if you want to use the tenant SCS for operating costs but not
for heating costs, you must settle heating costs and operating costs
separately. Reverse the settlement and settle these heating costs and
operating costs separately.
