    An object (organizational unit, position, ...) should be either
    completely deleted or be deleted from a certain date ("terminated"). In
    any case, there are still dependent objects that are related to the
    object that is to be deleted.
    Example:
    positions are still assigned to an organizational unit or
    other organizational units are still subordinate to an organizational
    unit or a master cost center is still assigned to an organizational
    unit

    In these cases, you can not delete or terminate the object.
