    The selected check stacks do not have the right status. Only check
    stacks with the status 'created' can be issued. (If the principle of
    dual control was not activated, you can also use unblocked check
    stacks). If the principle of dual control was activated, created and
    unblocked check stacks must be released by a second user.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
