dual control was not activated, you can also use unblocked check
stacks). If the principle of dual control was activated, created and
unblocked check stacks must be released by a second user.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
Check to see if check stacks for releasing exist.
