What causes this issue?

If you use update groups, you can multiplex the update tables. The
corresponding table - VBHDR, VBMOD, or VBDATA is also entered in the
TNMAP. All three tables must be maintained for the respective server
group. One of these tables is missing.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
