What causes this issue?

The Transport Management System has been initialized. The current SAP
system is no longer the transport domain controller.

System Response

The change authorization for the transport route configuration was
removed. The new controller now has these authorizations. Only the
configurations distributed by the controller can be activated.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
