display the data. This lock can be set in the following ways:
In the case of bottom/up planning, set automatically when a subplan
was sent to for approval or was approved.
In the case of top/down planning, set automatically by a lower-level
unit in the assigned organizational hierarchy, when a subplan was
finished and released.
