You have attempted to read budget billing amount due dates which do not
exist. When you created the schedule records, you entered <LS>00 </> in
the <LS>BB cycle</> (budget billing cycle) field in the portion.
For this reason, no budget billing amount due dates were created for
this portion. The budget billing plan could therefore not be created.
