Was verursacht dieses Problem?

The grid already contains the combination that you chose. Lines cannot
be duplicated.
Even if the existing line where that combination is found is marked as
deleted, the system considers that line to be an existing line.

Wie behebe ich diesen Fehler?

Choose another vendor, vendor sub-range, and/or plant to create a
distinct line.
You cannot simply delete the line from the grid before creating a
similar one since the deletion is conditional to the modifications
being saved. If you did not save before attemping to create a similar
line, the line to be deleted still exists in the grid; you must save
first and then create a new line.
