Was verursacht dieses Problem?

The SQLM periodic data refresh job could not be released. This is
probably due to insufficient user authorization for job releases.

Systemantwort

Despite the missing update job, SQL Monitor can still be active and
collect data<(>,<)> but you won't be able to see and analyze this data
within transaction SQLM.

Wie behebe ich diesen Fehler?

As a proper solution you should (re-)activate SQL Monitor with a user
that has the required release authorization (authorization Background
Processing: Operations on Background Jobs, RELE authorization, or object
Background Processing: Background Administrator).
As a workaround<(>,<)> you can try to update the SQLM data manually from
transaction SQLM, menu "SQL Monitor" -> "Refresh" -> "All Servers" /
"Local Server".
