This problem usually occurs when the variables of the condition type of
the conditional rule do not yet contain the normalization type defined
as initial normalization type for the attribute normalizing rule
according to Customizing.
If this normalization type is not equal to "RAW", it must first be creat
ed by executing a basic rule.
