Objects in test packages are not transported in consolidation
transports and are not delivered.

The transaction cannot be started at the customer and possibly also in
some SAP systems.

Wie behebe ich diesen Fehler?

Check whether the transaction is still valid. Delete outdated
transactions in the original system and also in the receiving systems
by way of transports, or put them into a test package.
If the transaction is still valid, then put the startup program into a
transportable package.
