there are no changes to be copied.

Remember that changes to the same object can be copied several times
within a single corrective measure. This means that you can make a
change in the reference correction system, copy this change, then change
the object again and copy this change as well. The SAP system copies
only those changes that have been made in the reference correction
system since the last time changes were copied.
