cache table. Possible causes are:
The resource is not contained in any imported archive in the Integration
Repository.
The cache refresh was in process while the message was being processed.
The cache refresh enters the resource in question in the runtime table
for the first time.
The cache is not up-to-date since a change list has not been released.
