Was verursacht dieses Problem?

In RE-FX, the keys for notification rules must be unique, that means
that notification rule &V1& is not allowed to be used as a key for a
deadline regulation and as a period regulation at the same time.
However, this was allowed in Classic RE. If there is such a case of a
notification rule from Classic RE not being unique, then the system
replaces the rule. The system replaces the 12th position with the value
2, so that notification rule &V1& is replaced by notification rule &V2&.
