The identical action already running should reactivate the requests.

If this message appears often, but the output requests are not
reactivated, this may be due to a frozen enqueue lock.
To prevent the reactivation from being executed by multiple processes
simultaneously, the system locks the execution using an enqueue lock.
This locks table TSP02F with the user name and client as keys. To
release the process, the lock is reset.
