project the condition basis from the existing actual value. This is
done with reference to the change in the scale basis. As the scale
basis for this condition record is zero, this is not possible here.
In most cases, this will be due to missing business volume update data
(no invoice receipt for condition record).
The forecast rebate income at higher scale levels may not be correct.
