You cannot create the missing TVDIR entry manually, you must import it
from the source system. Create a new transport request which contains
the customizing object. Choose 'Complete Transport' in the 'Utilities'
menu in the transaction SE54, and import the transport request into the
target system.
In some cases, it is helpful to regenerate the maintenance dialog in the
transaction SE54 in the target system, but if modifications have been
made to the maintenance dialog, especially to the screens, they are
lost.
