You have entered A1 application data for a personnel number that does
not participate in the validity area of the electronic A1 procedure.
People who are not subject to social insurance contributions are exempt
from the electronic A1 procedure (official SI key 0000). An exception is
made for temporary employees (SI attribute 05) for whom the A1 statement
can be applied for electronically.
