structure is assigned on the current start date of the infotype. It is
possible that this date is before the start of the electronic data
exchange.

Check the start date of the infotype record. This cannot be earlier than
the start of the electronic data exchange. For notifications in the
ELENA process, for example, this is January 1, 2010.
