Was verursacht dieses Problem?

The sections that have to do with customs law are in table T604W, and
their corresponding chapters are in table T604Y. Since table T604Y is
dependent on table T604W, you can only delete entries from table T604W
if dependent entries are present in table T604Y.

Wie behebe ich diesen Fehler?

You must first delete all entries in table T604Y that contain the
sections in question before you can delete those stages. Use the
following path in Customizing:
Sales and Distribution -> Foreign Trade -> Basic Data for Foreign Trade
-> Assign chapters to a section
