An inconsistent entry was found in Customizing for the Logbook for
counter updates (transaction DIACLC2).
In the Customzing record for log entry type &V1& and measurement
characteristic &V2&, although the <ZK>Mandatory </>flag is set, no
counter (measurement point) exists for the technical object of the
currently selected logbook that uses this characteristic.
As a result, no counter can be determined to create the mandatory
measurement document.
