The unit in the header of the operation set to which you want to refer
differs from the unit for the material to be produced which is
specified in the header of the
<GL:routing>routing</>/<GL:inspection_plan>plan</>. However, you can
only refer to operations sets that have the same unit as the
routing/plan containing the reference.
