but not in target controlling area, they have to be activated in target
controlling area. If this is not done, data from source controlling area
might be lost.

If the source controlling areas have a different activation status to
the target controlling area, check the settings of the reference
controlling area.
A controlling area can have the activation status:
1 (Component active)
2 (Component active for validations)
3 (Component active for existence validations)
