defined as a top-level location.
A top-level location is a location on the highest level of the location
hierarchy. There can be multiple top-level locations. In the migration
template, they are represented with their location key in the
<LS>Location Key </>column of the <LS>Location Hierarchy</> sheet and no
entries in the <LS>Parent Location Key</> and <LS>Parent Location ID</>
columns.
