reference to the change number of an ECR.

The system checks the system status of the ECR. The ECR must be
approved and converted to an ECO.

The ECR you selected is not yet approved.
Check all the change objects.
Set the relevant system status in each object management record.
You cannot convert an ECR to an ECO until all change objects have one
of the following statuses:
Change possible
Change not necessary
Then convert the ECR to an ECO (system status "Convert ECR").
