Was verursacht dieses Problem?

You specified for the reassignment of measures that the budget should
be adopted consistently from the sending program position to the
receiving program position. The results of this setting are:
The overall/annual budgets of the sending program position are reduced
by the total of the overall/annual budgets of the measure being
reassigned.
The overall/annual budgets of the receiving program position are
increased by the total of the overall/annual budgets of the measure
being reassigned.
However, for at least one of the measures you are reassigning, the
cumulative budget (that is, the total of the annual budgets) is
actually less than the overall budget. As a result, the overall budget
of the sending program position is reduced by a greater amount than the
annual budgets. This could later cause error
"Overall budget less than cumulative budget" (BQ154/BQ155)
in the budgeting functions of the investment programms.

Wie behebe ich diesen Fehler?

You have two options.
You can make sure that the overall budget of the measure being
reassigned is completely exhausted by the annual budgets (that is, the
total of the annual budgets equals the overall budget exactly).
You can ignore the warning and initially accept the fact that there may
be an inconsistency in the budget in the budgeting functions of the
investment program. If you choose this option, however, you should
carry out the "check" function in a budgeting function immediately
after you reassign the measure, if the system issues the error message
"Overall budget less than cumulative budget."
You have to then reduce the annual budgets of the program position
accordingly (either by reducing the original budget or by entering a
return).
