up for budget distribution to the measures assigned to it (directly
below it in the hierarchy).
However, it is only possible for a program position to distribute its
budget when the measures assigned to it are assigned <ZH>only</> to
this program position.

Check your entry.
If you want to use the "multiple assignment of measures to program
positions" function, then you have to remove the "budget distribution"
indicator in the master records of the program positions concerned and
the program type concerned.
