During the TVoeD transition, an entry is added to database table
PDPBSTVOED_UEB. This entry can be used to save various employee data on
the key date of the transition. This entry does not exist for the
personnel number.
The form is created, but the TARIFINFO_OLD structure in the import
interface of the form remains empty.
