Was verursacht dieses Problem?

You have tried to change the <ZK>Municipal Tax Liability</> or <ZK>FLAF
Obligation</> values for this employee. In general, however, you must
execute a personnel action if you want to change these values.

Systemantwort

If you change the <ZK>Fiscal Data A</> (0042) infotype record during the
month, without executing a personnel action or without simultaneously
changing the entries in the <LS>Tax Procedure</> or <LS>Tax Exemption</>
fields, errors may occur when calculating tax.

Wie behebe ich diesen Fehler?

You must always use a suitable personnel action to make mid-month
changes to the municipal tax liability or FLAF obligation.
Check whether a suitable personnel action (for example, <LS>FLAG-,
Commun. tax exempt.(AT)</>) already exists. Otherwise, ask your system
administration to make this personnel action available to you in your
system.
If you want to change the municipal tax liability or FLAF obligation at
the start and end of each month, and you cannot do this using actions
only, your system administration can remove this lock for you.
However, to ensure a standardized procedure, we recommend that you
always use personnel actions for such changes.

Vorgehensweise für Systemadministratoren

Change the system setting in the Implementation Guide for <ZK>Personnel
Administration</> under <ZK>Customizing Procedures -> Actions</>, by
copying the action <ZH>21 FLAG-, Commun. tax exempt.(AT)</> from client
000 to your production system.
If you want to permit a change to the municipal tax liability or FLAF
obligation at the start and end of each month without using a personnel
action (that is, directly in transaction PA30 (<LS>Maintain Personnel
Master Data</>), change the system setting for the infotype screen
control in the view V_T588M for the module pool MP004200 as follows:
Change the value in the field <LS>PA30_PFLEGE_JA</> to any value other
than the standard value.
This removes the lock for direct monthly maintenance of fiscal data in
PA30. Mid-month changes to the municipal tax liability or FLAF
obligation are still not possible because this lock cannot be removed.
