hierarchy that is not a pure tree structure. Consequently, the
proportional factors for distributing plan data between planning levels
are no longer uniquely specified, or they have reciprocal dependencies.

Check the sequence of the planning levels of the source and target
planning steps. The planning levels common to both steps must be in the
same order, without any interruption at the peaks of the selected
planning characteristics. All characteristics of the planning step with
the lower number of planning levels must be contained in the other
planning step.
