Quelle est la cause de ce problème?

Possible cause:
No registers have been allocated to the installation for the order
creation date or allocations have already been terminated
Orders were already created for the registers of the installation.
The installation is a flat-rate installation with no registers.
The installation to which the registers have been allocated is
inactive, and the "Do not generate meter reading orders for inactive
installations" flag in table TE410 prevents the meter reading orders
from being created for inactive installations.
