You want to change the assignment of an activity to a WBS element.

The activity has been assigned components that are managed in
individual stock and that have already been (partially) withdrawn. It
is not possibe to change the WBS element because:
The new WBS element does not manage individual stock
The old WBS element manages valuated stock, the new WBS element
unvaluated stock
Both WBS elements manage unvaluated stock, but have different
controlling areas, company codes, business areas, or profit centers.
Both WBS elements manage valuated stock, but have different controlling
areas

Check the WBS assignments of the components in the relevant activities.
