You tried to block/unblock a budget version year-independently.
However, the year-dependent activating procedure for budget versions
was set for this FM area in Customizing of the <zh>Funds Management</>
component.

You can neither block nor unblock budget versions using Funds
Management menu path <ls>Budgeting -> Versions -> Block/Unblock</>.
Block entries that were saved in the system before the switch to year
dependent activating procedures are not taken into account in
Budgeting.

year-independent budget version block should be used for this FM area.
