You have changed the to-date from &v1& to &v2&. However, this change is
not permitted because the values of operand &V4& must not be changed
before the date &v3&.
Date &V3& can contain the following:
End of last billing period: Maintenance of operand values is permitted
in the current billing period only.
End of last backbilling period: Maintenance of operand values is
permitted in the current backbilling period only.
