¿Qué causa este problema?

There is no work item for the specified workflow step (expression)
which can be cancelled. The required step may not yet have run. There
would therefore be no work item which could be cancelled.

The cancel statement is ignored. The workflow continues to run.

¿Cómo arreglar este error?

If necessary, check the workflow definition and make sure the cancel
command is not executed until the activity which is to be cancelled has
been started.
