¿Qué causa este problema?

While generating the SCE knowledge base runtime version, the system
found a numeric characteristic with an invalid global value range.
The error is typically due to the fact that there are overlapping
intervals in the value range.
For example: 10 - 50 and 10 - 100

¿Cómo arreglar este error?

Check the value range for the characteristic specified. Change the value
range so that there are no overlapping intervals, and generate the SCE
knowledge base runtime version again.
In the example above, the value range can be defined as a simple
interval 10 - 100.
