no longer possible to unblock task &V1& for the organizational unit
highlighted by the cursor, which is subordinate to consolidation group
&V2& in the hierarchy.

First, unblock task &V1& at the highest preceding group that is above
the organizational unit highlighted by the cursor.
Once task &V1& is no longer blocked for all preceding groups, you can
unblock the task for the organizational unit highlighted by the cursor.
