When you are in change mode in control cycle maintenance, you can only
switch to another control cycle if you have previously performed a
consistency check for the changed control cycle.

Start the manual consistency check on the detail screen for the control
cycle using the "Check" button or by clicking the Return key using the
cursor on the detail screen.
