There are two possible reasons:

In the Customizing system, the inventory sampling option has not been
set for any of the stock management levels.


The inventory sampling option has not been set for any of the stock
management levels.

The inventory sampling that you are processing contains already all
stock management levels for which inventory sampling is allowed.
