¿Qué causa este problema?

Your demand for courses is greater that the number of courses you can
create in the planning. This is becuase of the planning options.

¿Cómo arreglar este error?

If you wish to change the planning options, cancel the log and deselect
the option 'Resource requirements covered'. The courses will then be
created despite missing resources.
A second possibility open to you is to reduce the number of resources
flagged as 'required' in the 'Presettings resources/resource types' and
to start the planning again.
As a third alternative, you can assign new resources to the critical
resource types.
You can, however, accept the smaller number of courses proposed and
carry out the planning for the remaining demand at a later time.
